AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democracy just eight days before national elections.
Study Shows Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the AP “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a analysis published ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are rarely ever cited”, even when the voter’s query precisely aligns with the positions of these political entities, the report indicated.
Official Warns Against Using AI Chatbots for Election Advice
The deputy head of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.
“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on October 29 in an election that will be keenly observed across the continent for the performance of the Freedom party.
The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.
Every significant political faction have ruled out an alliance with the Freedom party, implying the runner-up party is highly probable to provide the next prime minister.
Unintentional Bias Attributed to AI Operation
The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
